L'ombre de la guillotine sur le service public
Durant la primaire de la droite et du centre les candidats ont beaucoup débattu autour de la question de la réduction du nombre de fonctionnaires. Même si tous n'étaient pas d'accord sur le nombre de postes qu'il conviendrait selon eux de supprimer, en revanche, tous étaient d'accord sur le principe.
C'est finalement le candidat qui propose de supprimer le plus grand nombre de postes de fonctionnaires qui est vainqueur de cette primaire et qui fut premier ministre de Nicolas Sarkozy durant cinq ans.
La suppression de 500 000 postes, engagement inscrit dans le programme présidentiel de François Fillon,
candidat investi par la droite, fait froid dans le dos.
Il y a tout d’abord à espérer que cette mesure soit quasiment impossible à mettre en œuvre dans les faits, comme l’indiquait même son concurrent Alain Juppé.
Mais même si elle n'était appliquée que partiellement cette politique fragiliserait un peu plus les services au public, en particulier dans les zones en difficultés. Car en tranchant ainsi dans le vif, à la façon de Magaret Thatcher, ce sont des pans entiers des services publics que l'on ferait disparaître.
Le fait de supprimer des milliers de postes d'enseignants mènerait à la fermeture de petites écoles rurales ou de quartier. La suppression de dizaines de milliers de postes d’infirmières conduirait à la disparition d'hôpitaux de proximité alors que dans ce secteur de la santé nous avons déjà atteint le point de rupture.
La liste est longue et hélas déjà engagée... Bureaux de poste, perceptions...
La suppression de ces 500 000 postes de fonctionnaires, si elle devait être décidée, sonnerait le glas pour des centaines de territoires.
Ce serait encore plus catastrophique pour les territoires qui subissent déjà le phénomène de désertification des services publics.
